Even with this influx of cash, the ODOD is not able to accept new applications, said Howard Tibbs, the Energy Policy and Outreach Manager for the ODOD.&lt;br /&gt;&lt;br /&gt;But at least is now should be able to process the applications that were previously submitted and distribute grants for qualifying solar - and wind-energy projects.&lt;br /&gt;&lt;br /&gt;"This money will go toward the existing pot," Tibbs said.&lt;br /&gt;&lt;br /&gt;The Ohio Controlling Board met Monday and approved the ODOD's request for an additional $9 million for the Advanced Energy Fund.&lt;br /&gt;&lt;br /&gt;The Fund's grant program is scheduled to end December 31. Across the Miami Valley, people are going back to school to train for that they hope will be a wave of new, green jobs. In Piqua enrollment at the Upper Valley Joint Vocational School has doubled in the last year - in part because of an innovative new program at the school's adult division. It's called Alternative Energy and Green Systems Management, and it's the first program of its kind in the state. &lt;br /&gt;&lt;br /&gt;When the winds are calm, you can see each individual blade as it turns. The wind turbine at Upper Valley JVS is like a futuristic version of the wind mill on your grandfather's farm, except this one's in a parking lot. The turbine supplies power to classrooms and gives hands-on experience to the students inside. They're studying wind power.&lt;br /&gt;&lt;br /&gt;"I decided I wasn't ready to give up and retire. So, I just decided I was gonna start another career and this is where I was gonna start," says Gary Williams. &lt;br /&gt;&lt;br /&gt;Williams lost his job in the automotive industry over a year ago. Now he's a student in what has become the most popular program the JVS offers. Williams says there's a lot to learn, but he's hopeful.&lt;br /&gt;&lt;br /&gt;"There's a lot of things happening in Ohio. We've seen companies that've been around a long time starting to look at alternative energy and so they're starting to learn and they're starting to grow, I see a lot of growth. It's exciting, it really is," says Williams.&lt;br /&gt;&lt;br /&gt;"Today's green jobs are yesterday's regular jobs"&lt;br /&gt;&lt;br /&gt;"We're providing a workforce that is transitional," says Art Bower. He coordinates the adult programs at the JVS. The students here are training for jobs like energy auditing, installing solar panels in homes or maintaining big wind farms. &lt;br /&gt;&lt;br /&gt;But that's just the beginning. Bowser says there's no reason the Miami Valley can't actually manufacture things like wind turbines and solar cells as well. &lt;br /&gt;&lt;br /&gt;"If you can build a car transmission you can build a wind turbine transmission just as easily. That's what we mean when we say, well, today's green jobs are yesterday's regular jobs, we just have a new mindset when we do it," says Bowser. &lt;br /&gt;&lt;br /&gt;"Our workforce is fantastic for this"&lt;br /&gt;&lt;br /&gt;Local business owner Ray Davis agrees. He's the president of Ohio Green Wind, a turbine distributor. &lt;br /&gt;&lt;br /&gt;"Our workforce is fantastic for this," says Davis.&lt;br /&gt;&lt;br /&gt;Davis sold the JVS their wind turbine. Right now he's showing me around his new warehouse space in Tipp City. It used to be a tool and die shop, just like hundreds in the Miami Valley where traditional machine parts were made. Now it's filling up with turbine parts in giant wooden crates. &lt;br /&gt;&lt;br /&gt;When Davis opens one of the crates, it's like looking under the hood of a car - a really big car. The engine inside is what's called the turbine head. This one will likely go atop a tower at a local elementary school. &lt;br /&gt;&lt;br /&gt;As a salesman, Davis is in touch with manufacturers every day. Most of them are overseas. &lt;br /&gt;&lt;br /&gt;"I would like to see more manufactures take a harder look at Ohio. Because I think we have the resources and employees that would fit the bill for just about any particular turbine," says Davis. &lt;br /&gt;&lt;br /&gt;Miami County is working to attract those manufacturers. &lt;br /&gt;&lt;br /&gt;"The number one stumbling block is figuring out if we're going to have a federal renewable energy standard that helps us realize this market. Without that commitment I'm not sure this market is ever going to fully materialize," says Bill Murphy, Piqua's economic development director.&lt;br /&gt;&lt;br /&gt;"It appears that the future is very good"&lt;br /&gt;&lt;br /&gt;It's Murphy's job to look at the long-term, but back at the JVS, things are moving forward. Program Coordinator Art Bowser says he thinks job prospects are good, but you can't build a new industry overnight. &lt;br /&gt;&lt;br /&gt;"It appears that the future is very good and will only continue to get better over the next well, many years . Probably at least 20 years as this new industry evolves. And we're gonna see some good times for Ohio, at least that's what we believe," says Bowser&lt;br /&gt;&lt;br /&gt;The current group of students will graduate in December. Charlotte Weaver is among them. She hopes to land a job as an energy auditor. A 100-foot tower weighing more than 4 tons was erected behind the adult division building at the Upper Valley JVS on Wednesday.&lt;br /&gt;The tower was supposed to go up on March 10, but the project hit a snag. The spigot was too short by a couple of inches and had to go back to the manufacturer in Shelby, Ohio. This second attempt proved to be seamless as staff and students at the UVJVS looked on.&lt;br /&gt;"I feel great. It looks like installation went very well. There was a lot of coordination between partners. We're very appreciative of our partners and we hope it will be a real learning experience for the community." said Art Bowser, industrial engineering coordinator.&lt;br /&gt;These partners include the general contractor for the project Ohio Green Wind of Tipp City, Piqua Steel Co. and North American Tower Erectors.&lt;br /&gt;According to Raymond Davis, President of Ohio Green Wind, the company will use the UVJVS as a dealer training facility. The company sells products to dealers and installers. Six manufacturers of the products have committed to training the company's dealers in conjunction with Ohio Green Wind which has dealers in 14 states. These dealers and manufacturers will travel to the area and stay for two to three days. Davis sees another benefit to the UVJVS being a training facility.&lt;br /&gt;"Who better for our dealers to hire than people who have been trained on the same equipment?" he said.&lt;br /&gt;The turbine is part of the school's alternative energy and green systems management program in adult education. After all the components of the program are in place, the school will have the wind turbine, solar panels, a fuel cell and a solar thermal unit donated by Ohio Green Wind.&lt;br /&gt;Wires and conduit will run the current generated from the turbine to an inverter located in a lab in the adult building.&lt;br /&gt;"We would like to think students coming out of the JVS would have an advantage to hire because the dealers are trained on the same equipment as the students," Davis said.&lt;br /&gt;Work has begun on the solar panel facility as well. The high school construction students created a foundation and built a roof for the solar panels which soon will be installed by the adult students.&lt;br /&gt;The JVS turbine is equipped with a vibration monitoring system. According to Paul Wren, primary instructor for the alternative energy program, this is the first time the system has been employed in the world. The JVS will be used as a beta site and vibration and noise analysis will be done. The tower will be located at the northeastern part of the main campus and will allow students to see live-streaming data being collected by the turbine, said Ray Davis, president of the Ohio Green Wind, LLC, with whom JVS officials have been working on this project.&lt;br /&gt;&lt;br /&gt;Davis called Sunday's groundbreaking event "a culmination of months and months of work" and said the "vision" of the school staff to take this energy-producing and energy-saving step should be commended. Davis also announced a business partnership between Ohio Green Wind and the JVS, which will allow his organization to use UVJVS as a dealer training center, which in turn could promote internships for JVS students who are planning on furthering their studies and careers in alternative energy systems. Each blade weighs 2200 lbs.&lt;br /&gt;&lt;br /&gt;Nacelle contains the main gearbox, generator and hydraulic system.  The gearbox increases the rotor speed of 48 RPM to an output shaft rotation of 1800 RPM for the conversion of the kinetic energy into electric energy in the generator.  The generator produces 480 volt, 3-phase, 60-cycle electricity.  The total weight of the Nacelle is 32,000 lbs.&lt;br /&gt;&lt;br /&gt;The tower is 100 feet tall to the center of the hub giving the blades a ground clearance of 54 feet.  The base of the tower measures 10 feet 6 Inches.  It is anchored securely to a foundation of steel reinforcement and over 120 yards of concrete that was cured more than a month before the tower was erected.  The foundation is designed to be capable of withstanding a maximum wind speed of 134 MPH.&lt;br /&gt;&lt;br /&gt;The electricity that is produced by the wind generator is fed into the school on the school’s side of the utility meter. So in effect, the electricity that is produced saves the school from having to purchase that amount from the utility company.
